 The Harbor Master for the Town of Winter Harbor is responsible for maintaining safe and orderly use of our harbor and waterfront areas. Acting as a key point of contact for both residents and visiting boaters, the Harbor Master oversees mooring assignments, enforces harbor regulations, and ensures the protection of marine infrastructure and natural resources. Whether you're seeking a mooring permit, have questions about harbor usage, or need assistance on the water, the Harbor Master is here to help ensure a safe and enjoyable experience for all who use our harbor.

Documented Boats – Excise Tax Information

 In accordance with M.R.S.A. Title 36, Section 1504(8), owners of documented vessels in the Town of Winter Harbor are required to pay an annual Excise Tax by December 31st.


Failure to pay this tax may result in a lien being placed on your real estate and filed with the Hancock County Registry of Deeds.


New excise tax stickers are available beginning December 1st each year at the Town Office.

 All moorings located within Winter Harbor waters are required to have a valid Mooring Permit.  

 

The 2024–2025 Mooring Permit Application is now available. The application deadline and payment must be submitted to the Town Office by the specified date to remain in compliance.

State Registered Boats

 If you own a boat registered in the State of Maine and plan to use it in Winter Harbor, here are some important things to know:

Registration Requirements

  • All motorized boats operated on Maine’s inland or coastal waters must be registered with the Maine Department of Inland Fisheries and Wildlife (IF&W).
     
  • Registrations are valid for one year and must be renewed annually.
  • Boats used exclusively on tidal waters are still required to be registered if motorized.
     

Where to Register

You can register or renew your boat registration:
At the Winter Harbor Town Office

  • Online at the Maine IF&W boat registration site

What to Bring

  • Previous boat registration (for renewals)
  • Valid photo ID
  • Information about your boat (Hull ID number, make, length, etc.)
  • Payment (check, cash, or card—confirm with the Town Office)
     

Excise Tax

  • If your boat is based in Winter Harbor, excise tax must be paid at the Town Office prior to state registration.
     

Sticker Display

  • Once registered, a validation sticker must be displayed on each side of the bow of your boat as required by Maine law.
     

Additional Notes

  • Non-motorized boats (kayaks, canoes, etc.) do not require registration, but should follow local harbor rules and safety guidelines.
     
  • Boaters must also comply with invasive species prevention laws such as the Lake & River Protection Sticker if applicable.

 Unrenewed moorings may be considered abandoned and subject to removal per town regulations. Annual renewal is required to keep your assigned space.


 Yes. For emergencies, contact 911, the U.S. Coast Guard, or Marine Patrol. The Harbor Master may assist during working hours. 


 Yes. Visiting vessels may anchor in designated areas. Please follow local ordinances and contact the Harbor Master for guidance.
